Personality:
Always tries to be polite and kind in every situation, even if that's not actually what he's thinking or feeling. He is usually unable to express negative emotion to anyone, and has trust issues when it comes to his feelings. In French however, he tends to be a bit more expressive. He's not the kind to yell.
He doesn't want to hurt anyone's feelings unless he is in a really bad mood, especially if that person is a girl.
Apparently has a childish like for games (like snowball fights). Can't wake up without coffee, and is a deep sleeper. Also the kind of person who always gets lost, so don't ask him where to go.
He doesn't value his own life very highly or really care about himself. He would be happy if he died saving someone else's life. He has the kind of mindset that would suffer from PTSD very easily. Very high pain tolerance.
He's also quite superstitious - won't walk under ladders, won't break a mirror, etc. Apparently afraid of the unknown which explains his dislike for Intel and ghosts. And he is literally terrified of Albone.

Biography:
He was born in Saguenay, Quebec, Canada, to a school teacher mother and a mechanic father. His childhood was standard for someone there - he went to school, he played sports, messed around in his fathers' garage, etc. He learnt quite a bit about the inner workings of cars (but nothing about other vehicles), although it was just a past time for him, not something he really cared about. (And I don't recommend asking him to fix your car.) Feli was taught to drive before he was legally able by his father.
His school life was not marked by any particular event. Because he seemed to be an open person, he was easily accepted by his peers and seemed to have lots of friends. But his introvert nature meant that few people knew the real Felicien, and none of his "friends" were really close to him. He wasn't lonely, by any stretch of the imagination, but he wasn't particularly happy either.

He spent a lot of time driving, and crashed several times, though no-one was badly injured. Except the cars. His parents confiscated his licence after the fourth crash.

After graduating from high school, Feli was at a loss with what to do with himself. Although he was the kind of student who had done well in all his subjects, and was average at sports, he had no particular goal in life and didn't know where to aim for. Career advisers had constantly told him "you can do whatever you want!" but he didn't know what that was.
After being in a mildly-serious car accident that Felician came to a conclusion. While driving on a free-way, he was trapped by a landslide and his car damaged beyond repair (Feli: ). Although not badly injured (just a bleeding headwound, lol), he was trapped in his car for several hours. This was when he got the scar on his forehead. He realised that if the rescue teams hadn't been able to get to him when they did, he probably would have died of cold, or bloodloss, or something.
And so Feli came to the realisation that he wanted his life to mean something. He wanted to help people the way he'd been helped, and his first thought after that was the army.
Felicien did the research himself, coming up with Milizia and, for the first time in many years, actually sat the entrance exams to the best of his ability. Originally, he planned to apply for Combat, but his parents were adamant against it. Like any normal parent, they didn't want their son to die in the often horrible conditions of the battlefield. But Feli was determined to make something of his life, and eventually they reached a compromise - he applied for Defence.
